A Decade of PROMESA: Accountability, Good Governance, and Puerto Rico’s Future

Ten years ago, PROMESA was signed into law to allow Puerto Rico to restructure its debt and achieve fiscal responsibility. While the accrual of that debt has been widely contested, what ensued was austerity measures to the detriment of the health care system, public education system, public infrastructure, and residents in Puerto Rico. As Puerto Ricans have navigated a decade without consistent access to basic needs, the streets of Viejo San Juan have erupted in protest as Puerto Ricans demand accountability and a government that adequately serves its people. This symposium seeks to make a discerning and principled retrospective and prospective analysis of the conditions that lead to the insolvency of Puerto Rico’s government, the institutional solutions provided for that insolvency (i.e., PROMESA and FOMBPR), the repercussions of those solutions, and an assessment of the conditions that may ultimately lead to a future without the need for PROMESA or FOMBPR.
