Jimmy Torres Vélez,  Hijo de Juan Torres y Mercedes Vélez, nació el 11 de agosto de 1962 en el Bronx Hospital en New York. Sus padres fueron trabajadores de la manufactura en varios lugares de la ciudad, una muerte en la familia los trajo de regreso a la Isla.

She has a Bachelor of Arts Degree in Political Science and French and Francophone Studies, a Master of Education Degree in Secondary Education, and a Certificate of Advanced Graduate Studies in Educational Administration.
