Jacqueline Pérez Torres was born in Maricao, P.R. He has a bachelor's degree in Civil Engineering from the University of Puerto Rico in Mayaguez (RUM). He holds a master's degree in Engineering Management from the Polytechnic University of Puerto Rico.


Marcos A. Marrero has made a career in public policy and urban planning fields. He has previously served as Deputy Advisor on Federal Affairs in the Puerto Rico Governor's Office under the administration of Anibal Acevedo Vilá, managing a portfolio of issues around energy, climate change and economic development, among others.


Rubén Flores-Marzán, an AICP-certified planner and a professionally licensed planner in Puerto Rico, serves as planning and development director for the Town of East Windsor, Connecticut. In practice since 1999, he has worked for constituents in three New England states, the Commonwealth of Puerto Rico, Florida, and Ohio.
