CENTRO: 100 Puerto Ricans Oral History Project, 2013-

Guerra-Mondragon explains his role during Chile's redemocratization process when the politcal atmosphere was tense and the military strugged to keep political control. He also mentions the apprehension with selling armament to Latin American armies that Democratic presidents have had since the Carter administration.
